First of all if a person says hi it would be rude not to reply at all. If you like her say, ';Hi, how are you';? and make sure you are smiling; then try and strike up a conversation.





If a girl that you don't like says hi, just return the greeting with a hi and leave it at that.
You always say Hi back when someone say Hi to you....


Just a matter of good manners...





Then you can go on start talking to that person if you like that person and you are interested to getting to know more about this person..





When he/she is shy...be careful in your approach make sure he/she will be comfortable with the situation..
If I like her, I'd show enthusiasm. If I don't, I'd just show politeness. Unless she was ultra repulsive (like one of those ';are you kidding me?'; situations) then I might just ignore her.
if the girls says 'hi' you say 'hi' back!
